  3. Maintenance and ownership. Tools change, break, and drift. Someone has to own keeping it working after launch.
  4. Data preparation. If the data is not ready, getting it ready is its own line item before the tool earns a dime.
  5. Review and quality control. Keeping a human in the loop is good practice, and that review time is a cost you should plan for, not pretend away.
